Social protection as a sub-sector of critical infrastructure in the Czech Republic and within selected EU member states

The thesis deals with the mapping of social protection as an element of critical infrastructure in selected EU countries (Czech Republic, Ireland, Sweden) and how the information obtained can be used to improve the area of social protection for the purposes of critical infrastructure in the Czech Republic. The thesis takes a comprehensive approach and introduces the issues under the examination via the first three subchapters of the theoretical part of the thesis, where it provides insight into social protection and critical infrastructure at both the EU and national level. Within the research, desk research was applied, the specifics of social protection regulation as part of critical infrastructure of all selected countries were evaluated and a SWOT analysis was performed for the Czech Republic. Recommendations arising from the work include the differentiation of infrastructure into multiple levels according to its importance, following the Irish model, which would prevent easy identification of critical infrastructure elements and would increase their security in the future. The second recommendation is to implement measures to increase the preparedness of the social protection authority for future crises. The initial direction of the responsibility outside of the standard structure of social protection institutions caused that (compared to other countries compared) the Czech Republic did not react to the impact of the COVID-19 pandemic in the field of social protection in a sufficiently flexible manner. An interesting finding then is the similar focus of protection of social protection infrastructure in Ireland and the Czech Republic, which includes the systems that ensure the payment of social protection benefits. Regarding the regulation of the classification of social protection in the critical infrastructure sector in the Member States compared, the Czech Republic's regulation under Government Regulation No 432/2010 Coll. makes sense. Social protection is classified under the public administration sector and largely follows the general division of the social protection system.

Family policy and social security in view of families with dependent children Abstract The thesis focused on a part of a family policy dedicated to families with dependent children. In the Czech Republic there are the families with children in an age to 26 years. The thesis analyses a system of family policy and social security in the view of families with dependent children in the Czech Republic and in some of European countries. In total there are 19 countries there which were analysed (including a Czech system). The main emphasis was laid on an analysis of the system of social security of the families with dependent children in the Czech Republic in view of their financial support for a state and as well as of a social security of parents in view of labour law instruments helping to find a balance between a family and professional life. A significant part of the thesis is an analysis of the social security of the families with dependent children in four model groups of European countries, which were formed in a base of a typology of a welfare state created by a Danish sociologist and political scientist Gøsta Esping-Andersen. Comparison of the social protection of persons with disabilities in the Czech Republic and in France This thesis deals with the social protection of the persons with disabilities in Czech and French legal order. The main aim of this thesis is to analyse both these systems and then propose certain changes which could enrich Czech legal order in this field. The thesis is devided into five chapters. The first chapter defines basic concepts - social protection and individual with health disabality. The second chapter concentrates on the historical development of the protection of disabled persons in international and European law and provides an overview of the most important international and European sources. In the third and fourth part, I describe in detail the Czech and French legislation. In both cases, at first I focused on the state institutions and the private subjects supporting disabled people. Furthermore, both chapters illustrate the protection of persons with disabilities in social security law and then position of disabled persons in the employment relationship, especially the acces to employment, the prohibition of their discrimination and the special rights and obligations of their employers. Life of mothers with children in a shelter.

This thesis deals with the life of mothers with children in the shelter. The thesis maps expectations of these women about living in the shelter in the confrontation with their real experience. The thesis is divided into several parts. Theoretical part consists of nine subchapters where the basic concepts related to the issue of social services - shelters, unfavorable social situation, social exclusion and social inclusion are defined. The thesis describes the principles of the activity of shelters for mothers with children, deals with the state of care for mothers with children in our country and characterizes the development and changes in the function of the family. The thesis also deals with the reasons leading to the loss of housing, the issues of homelessness and housing accessibility. It describes and characterizes the possibilities of social protection of mothers with children without home, besides social services - shelters also conditions for entitlement to social benefits and the relevant legislation. The empirical part defines the objectives, research methods and results, which are illustrated and described in tables, discussion and final summary. The main aim of the thesis was to find out the expectations of the mothers with children about the life in the shelter in confrontation with their real experience. The partial objectives of the thesis were to find out for what causes mothers with children come to the shelter and how their needs are met. Research questions have been identified for these objectives: For what reasons do mothers with children seek for help in the shelter? What are the expectations of mothers with children about living in the shelter? What is the real experience of mothers with children living in the shelter? Were the expectations of mothers with children about living in the shelter met? Empirical part of the thesis was processed by the method of qualitative research using semi-structured interview with opened questions. For data evaluation the method of open coding was used. The research group consisted of six women - mothers with children living in the shelter in the South Bohemian Region. Given the sensitivity of the topic the identification data of women and the shelter were not mentioned in this thesis. The research pointed out the issue of (in)availability of housing for single mothers with children in the unfavorable social situation. The most common reason for loss of housing is the break-up of the partnership, the dismissal of housing and lack of funds. The research also revealed that the main expectation of all interviewed women is to provide accommodation and stay with their children. This thesis helped to find out which services the clients seek the most and whether their needs are fulfilled.
Social protection in India

The aim of this diploma thesis is to define the weaknesses and strengths of the social protection in India. The first chapter defines the concept of social protection on the basis of internationally recognized definitions of international organizations. The second chapter contains general characteristics of India with an emphasis on demographic, social and economic indicators. The third chapter defines the weaknesses and strengths of India's social protection, including defining the main challenges and evaluating its current form. Then comes reccomendation how to make social protection more effective when taking into account mentioned facts.
State social policies on material need in Czech republic and United Kingdom

(in English): The theme of this thesis is State social policy on material need in the Czech republic and the United Kingdom. The historical part describes the main trends in state social policies on material need in both countries and their development since 1945 with focus on benefit systems. The second part describes in comparative perspective benefit systems and recent reforms of means - tested minimum income benefits, support benefits for households on low income like housing benefits and basic conditions their claimants (especially those "out of work") have to meet. In both countries, governments who started their terms in office in 2010, initiated reforms with intentions to simplify the systems, intesify the work incentives and to reduce the spendings on means- tested benefits. The reader is introduced to basic concepts and main aspects of these reforms and critical views and comments, expressed about their implementation.

Analysis of the social assistance system in Czech Republic

The dissertation analyses the system of social assistance in the Czech Republic in the period between 1990 and today. The topic focuses on the social benefit system of help for socially weak citizens. The dissertation is anchored on the concept of inequality and poverty, theory of social segregation, the homophily principle and the principle of solidarity. The main objective is to evaluate the current social benefit system and formulate suggestions for eliminating its weaknesses and limitations. For obtaining the empiric information mainly qualitative methods were used, analysis of documents and half- structured interviews with both clients and experts of the social need system. The analysed variables are provided social benefits, their structure, amount, the importance of social work and institution of the system. Since 1990 the number of the social benefits as well as the amount paid have diminished. In the system the social work was professionalised, and that not only in case of the institutions responsible for realisation of payment of the social benefits, but also in case of non-profit organizations. Despite the fact the system is capable of and does react to the changes in society, the clients remain in its care on a long-term basis.
